Main Tunnels

You climb up a nearby building. You see a large crowd gathered around a handsome rat giving an exuberant speech. Luckily, the building is close enough that you can make everything out. The speech is about the rebellion. He's riling the crowd up, promising them freedom from oppression. He claims that soon, the sewers will be able to truly become a part of Rodentia, rather than an afterthought, ignored by the king. 

He finishes his speech, and the crowd begins to surge forward, eager to join up. The rat speaks.

"We'll find you when the time comes. For now, prepare."

Suddenly, he is engulfed in a white smoke. The crowd backs up, disoriented. From your vantage point, you can see him swing over the railing of the wide path onto a smaller service walkway beneath. When the smoke clears, he'll have disappeared from the crowd's perspective. Clever.
